Federal Motor Carrier regulations require all commercial vehicles to have operational seat belts for the driver and passenger. In addition to having either a lap belt or shoulder strap, the seat must be tethered to the floor of the cab. Please check your truck to make sure both seat belt and seat tether are properly secured.
